Petey is an anthropomorphic redhead cat (meaning orange fur) with black stripes from his shoulders to his tail, his head is rounded, while his ears are small and triangular. His right cheek only has two whiskers compared to the three whiskers on the left. Petey's eyes are drawn as vertical black lines without irises with emerald green hues. The tip of his tail is flat because he docked his tail in his childhood, unlike the rest of his known family for an unknown reason, although his grandfather may have something to do with it. His whiskers are crooked instead of straight. Sometimes he usually wears a white lab coat with green protective glass lenses to protect himself from chemicals, other times he also usually has black gloves, but he only uses them in his laboratory, in the city as he is a cat, it is full of his fur. He does not wear shoes because he is a cat so he is always resting with his paws visible.

Petey is known for being characterized by his superior wit and intelligence, this is demonstrated by the amount of inventories he has and builds and his short-tempered temper, although when it comes to apologizing he is selfish, it only makes him angrier. He has a way with words in the sense of getting what he wants, which was very commonly used as a manipulative tactic to invoke his evil plans in previous books as a villain. One of his main weaknesses, however, is getting very irritated by seemingly small inconveniences and immature or foolish behaviors of others. His anger issues have visibly been shown to cause him moderate amounts of stress. Despite his impatient mindset, he has occasionally shown empathy towards others, even in the early books. When Petey unexpectedly became the father of his kind-hearted son Lil' Petey, his demeanor began to subtly change. He became more thoughtful and hesitant about continuing with his evil plans and began to care greatly for Li'l Petey despite the fact that he always tried to transform him into a fellow villain before Lord of the Fleas. Lil' Petey had inspired Petey to finally decide to become a good guy and has been one ever since Brawl of the Wild. In the later Dog Man books, Petey cares about his friends and agrees to help save them when they are in trouble, although it is unknown if he actually likes them or just cares about Li'l Petey. Motherly Heights: Petey, once known as the world's meanest cat, is now working to become a better version of himself. Strength: Intelligence Weakness: Gets angry easily. He used to be a bad boy, irritable and impatient. But when his son came along, Petey decided to change his ways. Now he is a good boy, irritable and impatient. Almost all of Petey's known history has been a difficult one, Petey had been kicked out of the Critter Scouts after being framed for starting chaos while a staff member was away. He later got his revenge by making some phone calls to the Animal Rights Union, which caused the Critter Scouts to shut down within a week. This took place before his father left, as evidenced by the tip of his tail still being round in the flashback. Petey was still a kitten when his father abandoned him and his mother. With barely anything left, they made their way to the Happy Home shelter, where Petey spent the rest of his childhood. Petey often had angry outbursts and couldn't always handle the fact that he and his mother couldn't afford much. But his mother always forgave him. As Petey entered his teens, his mother tragically passed away from an illness, leaving him an orphan for the rest of his childhood. At some point he was acquired by Dr. Dilbert Dinkle, a criminal who appeared in Super Diaper Baby 2: The Invasion of the Potty Snatchers. Dr. Dinkle and Petey the Cat broke into Jim's Bank, taking a machine that turns things into water. But then, Petey unintentionally turned Dr. Dinkle into water, and accidentally destroyed the machine, leaving Dr. Dinkle unable to turn back into a human. But, now being made of water, Dr. Dinkle was able to break into the vault and steal the money he wanted. So, Dr. Dinkle returned home and went off to rob more banks, of course not paying the water bill since he was made of water, leaving Petey thirsty. Dr. Dinkle refused to pay the water bill when Petey told him he needed water, so Petey drank it. Then Dr. Dinkle woke up in Petey's litter box, having been turned into pee. Petey started calling Dr. Dinkle "Rip Van Tinkle", much to Dinkle's dismay.

Dr. Dinkle didn't get to enjoy his money as everyone kicked him out of their stores for his smell, so in revenge, he came up with a plan to rob everyone's toilets. So the next night, Rip Van Tinkle put Petey in the Robo Kitty 3000, before it evaporated into a cloud and rained down pee. The blobs of pee then broke into people's houses to steal toilets for Petey to destroy with the Robo-Kitty 3000. All the toilets were destroyed, including Super Diaper Baby's. The blobs were then mixed together to reunite Rip Van Tinkle's body, as Petey stole diapers to sell to the people who had their toilets stolen. Then, when Rip Van Tinkle tried to take Petey's money, Petey soaked him with toilet paper. Super Diaper Baby and Diaper Dog attempted to end the chaos, only for Petey to evolve the Robo Kitty 300 into the Supa-Mecha Kitty 3000. Super Diaper Baby flew off to buy some catnip and pour it inside the robot's control seat. Petey then goes berserk after a slight whiff of catnip, detaching the head of the Supa-Mecha Kitty 3000. Shortly after his plan was foiled, Petey was sentenced to prison. Petey decided to serve out his prison sentence and worked to improve his life by reading books on behavior management. However, when Petey was finally released, he was shocked to find that despite his efforts, every job he applied for was rejected and no one gave him a chance. Petey explained to Sarah Hatoff in an interview that this was the reason he had returned to villainy. This eventually led to Petey's first appearance in Dog Man and his title as the World's Most Evil Cat (temporarily until Dog Man: Lord of the Fleas).

DogMan: They were enemies, but later became friends after the events of Lord of the Fleas. He later gave Dogman some advice on how to be a cat. Li'l Petey: Since he became a father, he's been protective of him and doesn't want him to be in danger. He'll do anything to keep him safe and he loves him more than anything in the world. 80-HD: In A Tale of Two Kitties, he used 80-HD to get Li'l Petey back. In Grime and Punishment, 80-HD smashed three walls and Petey and Son's door, prompting Petey to fix it in the next book. Chief: The Chief always thought Petey had a good side hidden somewhere, and he was proven right at other times, although he knows he will still be a villain, just not as evil. Sarah: When he was still evil, he managed to defeat Sarah with his old lady disguise in Dog Man and Cat Kid. After the reformation, they are now good friends and she later interviewed him in Mothering Heights. Zuzu: They are somewhat friends, but sometimes they don't understand each other. Flippy: Since the events of A Tale of Two Kitties , Petey hasn't been very fond of Flippy, calling him "crazy fish." He's learned to accept the latter since the end of Fetch-22 . Molly: Petey is constantly annoyed by her antics, especially since she gives him the nickname 'Wally'. Piggy, Crunky, and Bub - Before Petey shut down the Critter Scouts, they seemed to be good friends. However, after the events of Lord of the Fleas, they are now mutual enemies. Due to attacking Petey and getting him expelled. Dr. Dilbert Dinkle: Petey was never friends with him anyway. When he turned into water, Petey drank him, which then turned him into urine. Petey then soaked him in a giant roll of toilet paper. Super Diaper Baby and Diaper Dog: He never liked them. They're the ones who landed him in cat jail.
