In the early 1990s, Valentine served in the United States Army and caught the attention of recruiters for the 1st SFOD-D (1st Special Forces Operational Detachment), known as "Delta Force," the country's premier counterterrorism unit. Despite her gender, Valentine was allowed to attend the six-month Intensive Operator Training Course, where she excelled at bomb disposal and lock picking, and was also recognized for her delicate yet precise work, resilience, courage, and judgment in the face of danger.[10] This experience made Valentine one of the only women in the world to have received Delta Force training. In 1996, Valentine was invited by Albert Wesker to join the Special Tactics and Rescue Service (STARS), an elite unit of the Raccoon Police Department (RPD) that consisted of military veterans and weapons-trained scientists to solve major crimes in Raccoon City, having only joined the team due to her strong commitment to justice and desire to "want to have experiences that made her feel alive."[11] During this time, despite keeping her special forces training and personal life a secret, Valentine befriended several members of STARS, including Barry Burton, Forest Speyer (with whom she already had a close friendship due to both having served in the U.S. Army), and Chris Redfield. With the latter in particular, she developed a close friendship and partnership, even being personally trained by him in weapons marksmanship. It was then that in July 1998, Valentine became the only woman to join Captain Wesker's Alpha Team; where she held the role of B&E specialist[14], in addition to being positioned in the group's maneuver support along with her team's helicopter pilot, Brad Vickers. That same year, she was also selected to be part of the 'Samurai Edge' development test group.

Between the spring and early summer of 1998, Raccoon City was plagued by the murders of several walkers and suburban families, with their deaths implicated as violent animal attacks and group cannibalism.[17] With the Raccoon Police Department lost in the investigation, the STARS unit was ordered to the Arklay Mountains in search of a possible suspect hideout. Bravo Team was then sent in first on the night of July 23, and contact was subsequently lost. The following day, Alpha Team was sent in to investigate the disappearance and continue their investigation. Once they found Bravo Team's abandoned helicopter and its RPD pilot, Kevin Dooley, dead and mutilated, Alpha Team was confronted by a pack of mutant dogs who killed Joseph Frost. Valentine, along with Wesker, Redfield, and Barry Burton, then fled to a nearby mansion, while a shocked Vickers fled with the helicopter and abandoned the team.[18] Once inside the estate, the four team members split up to explore the compound. Over the course of the night, they discovered that the mansion was a front for a bioweapons research lab controlled by Umbrella USA, STARS' largest donor. Valentine began to suspect that Burton was working against the team due to a series of contradictory actions, but later discovered that Wesker had been manipulating him with threats against his family. In fact, Wesker was on a secret mission for Umbrella to retrieve bioweapons research from the facility, destroy the lab, and kill the entire STARS unit in order to silence witnesses to what really caused the bizarre murders that terrorized the city: the T-Virus, a bioweapon that had leaked into the region.[19] Once Wesker faked his death after activating a renegade bioweapon designated "Tyrant", Valentine, Redfield, Burton, and Rebecca Chambers were killed.
