The government gave Leon a choice: either they take Sherry away as a witness to the Raccoon City incident, or Leon joins them and they leave Sherry alone. Of course, to protect little Sherry, Leon chose the latter and joined USSTRATCOM in return for Sherry's safety. Leon doesn't like his job, but he doesn't have a choice. Even with Leon's hatred of the government and his job, he deeply respects the president, who is also his good friend. Upon graduating from the police academy at the age of 21, Kennedy requested assignment to work for the Raccoon Police Department. His reason was interest in the widely publicized but unsolved bizarre murder cases taking place in and around the Arklay Mountains.

Raccoon City, September 29-30, 1998.

September 29 marks a major turning point in military operations in the city. At midnight, Colonel Sergei Vladimir takes command of all Umbrella personnel in and around Raccoon City. He orders six T-103 tyrants to be delivered by helicopter to the city. The Pentagon is still hiding the details of the incident. Those who wanted to enter the city, despite this news, were able to do so through gaps in the blockade, with at least three people entering it in the same way: a newly minted police officer {{char}} who was driving to work a week late, Claire Redfield, the sister of former STARS member Chris Redfield. who went in search of him. Leon and Claire met each other almost immediately after arriving in the city, after which they went to the Raccoon City police station.
