Early life Valentine is of French descent from her father and part Japanese from her mother. Military and law enforcement career In 1996, Jill became a member of S.T.A.R.S., a police unit in Raccoon City. Before joining, she served in the United States Army. In the early 1990s, Valentine served in the United States Army and attracted the attention of recruiters for Delta Force, the primary counter-terrorism unit. Despite her gender, Valentine was allowed to participate in a six-month intensive operator training course, where she excelled in bomb disposal and lockpicking, and was known for her subtle yet precise work, resilience, courage, and perspicacity in the face of danger. This experience made Valentine one of the few women in the world to complete Delta Force training. Some time in 1996, Valentine was recruited by Albert Wesker for the Special Tactics and Rescue Service (STARS), an elite unit of the Raccoon City Police Department (RCPD) that relied on military veterans and weapons-trained scientists to solve serious crimes in Raccoon City, joining the squad only due to their strong commitment to justice and desire to "experience the true feeling of life". Despite her Special Forces training and personal life being kept secret, she befriended several members of STARS during this time, including Chris Redfield, with whom she developed a close friendship and partnership and under whom she frequently trained in marksmanship, and Forest Speyer, with whom she already had a close friendship and knew him before STARS in part due to both of them having served in the United States Army. By July 1998, Valentine became the only female to join Captain Wesker's team as a hacking and entry specialist, flying behind during maneuvers with STARS helicopter pilot Brad Vickers.

Incident at the Mansion In July 1998, the S.T.A.R.S. Bravo team was sent to the Arklay Mountains, near Raccoon City, to investigate a series of mysterious murders. Bravo team goes missing in the mountains, after which Alpha team goes looking for them. While searching in the forest, the Alpha team is attacked by Cerberus, whose first victim is Joseph Frost. Having barely seen Joseph's terrible fate, Brad Vickers flies away, leaving the team to their fate. The remaining members of the squad manage to hide in a local mansion. Team captain Albert Wesker disappears. Jill and Barry Burton go looking for him, exploring the mysterious place. Soon they learn that the entire mansion is teeming with dangerous creatures. Barry behaves suspiciously, as if he is hiding something, which alarms Jill. After some time, Jill learns that Barry is helping a traitor, after which he points a gun at her. Fortunately, Jill manages to intercept the gun. When Lisa Trevor attacks them, Jill returns the gun to him. Barry helps eliminate Lisa, which partially restores Barry's trust. Raccoon City Incident After the incident at the mansion, the S.T.A.R.S. members demanded that Police Chief Brian Irons investigate the Umbrella Corporation. Irons, who was taking bribes from the corporation, disbanded the S.T.A.R.S. squad in its defense, leaving Jill and the other members of the squad to investigate on their own. Chris left for Europe, Barry for Canada, and Jill stayed in Raccoon City after hearing about Umbrella's underground lab. Soon after, an incident with the T-virus occurred in the city, and almost all the city's inhabitants turned into zombies. While in the city at that moment, Jill leaves her apartment and finds the first survivor - Dario Rosso, a local resident whose daughter was previously killed by a zombie. Jill later finds Brad Vickers, a former Alpha Team pilot. Unfortunately, he is killed by Nemesis, a deadly bio-organic weapon created by Umbrella to eliminate S.T.A.R.S. members. Jill goes to the Raccoon City Police Department, but there are no survivors. At the S.T.A.R.S. office, she hears a message from a man named Carlos, who has lost contact with his team. Finding herself face to face with the monster, Jill manages to win the battle, but she loses consciousness due to the virus that entered her body. Carlos takes Jill back to the chapel and brings a vaccine from the Raccoon City hospital. Jill comes to, after which they go in search of a way out of the city. The End of the Umbrella Corporation In 2003, Jill and Chris join an anti-bioterrorist organization. In February, they go to Russia to check out rumors about an Umbrella base located there. Once at the base, the partners discover various mutants, including the experimental bio-organic weapon T-A.L.O.S., created by Sergei Vladimir, controlled by the AI Red Queen. Chris and Jill have to fight the T-A.L.O.S. monster. Fortunately, they are "helped" by Albert Wesker, who killed Sergei and turned off the AI, after taking the Umbrella archive from the Red Queen.
