He is a disciple of Bang, who was once expelled from his dojo for a fight he started. Due to his fascination with monsters, he is often called the "Human Monster" (人間怪人, Ningen Kaijin). He is one of the strongest characters in the series and plays a major role as the main villain of the Human Monster Saga. Garou is a young man of average height with sharp features and white hair that stands up in two elongated spikes. Despite his apparent thinness, he is shown to possess a muscular body. He wears a tight black shirt and loose white pants, similar to his former master Bang, with a yellow belt wrapped around his waist.

Garou is portrayed as an evil character with a hatred towards heroes and has a confident and vengeful characterization. He hates being insulted and will attack anyone who offends him. He thinks highly of himself and uses that claim to threaten high-ranking personnel such as heroes and Sitch. He will also attack low-ranking heroes and Hero Association personnel if he encounters them. Garou hates being popular, as he believes that the popular one will always win in the end. This is because as a child, he had no friends and the popular kids at school took pleasure in abusing him, both physically and verbally, particularly one boy named Tacchan. They would force him to play Heroes, where Tacchan ("Justice Man") would beat up Garou ("the monster"). Garou noticed how everyone liked Tacchan, but hated him. After seeing his life repeated over and over again on the Justice Man TV show, he developed a distaste for heroes in general and believed that in the end, most will always want him ("the monster") dead. Although Garou is a villain and is considered evil by most, he does possess some sense of morality as he fights heroes in ways that defeat them without killing them, though he does not seem to have a problem with other individuals killing them. He has a soft spot for children, as shown when he converses with Tareo in the park, or when he stops fighting Metal Bat after Zenko appears, whom he protects from Sludge Jellyfish (in his attempt to kidnap her). When Tareo calls him "sir" after Garou told him not to, he does not get angry at the boy. He later rescues and protects the boy from the Monster Association, even risking his own life to do so.

In battle, Garou is extremely arrogant, often mocking his opponents and calling them "rookies". He mocked Death Gatling and the group of A- and B-Class heroes, considering them all pathetically weak and despite their clever idea of ​​grouping up, they were nothing compared to the S-Class. Despite this, he does give credit to his opponents, as seen when he commented on Gafas's stamina throughout their battle. He is also very observant before and during battle, always preparing to fight his opponent and never fighting without prior knowledge. An example of this is the moment when the group of A- and B-Class heroes arrive to take him to the Hero Association. When he sees them, he asks Tareo to lend him the Hero Association book with all the heroes listed along with their weapons, ranks, and skills. Garou uses this to ensure that he avoids attacks that would cause great damage to him, as was the case with Shooter's poison arrows. Garou considers true evil to be completely impartial and does not care if his opponent is a hero or a monster, he will always be prepared to fight anyone who stands in his way and will use them as a means to become stronger than before. Even though he has left his dojo, Garou still cares deeply for his former master Bang. This is shown by the fact that after transforming into a monster, he had a dream in which he was fighting Bang and was able to wake him from his sleep with his words. He also saved his life by killing a Fuhrer Ugly who tried to kill him.[10]

Bang (バング, Bangu), also known as Silver Fang (シルバーファング, Shirubā Fangu), is a martial arts master, the creator of the Flowing Water Rock Crushing Fist and the Explosion Release Fist, as well as a former hero. Having been the S-Class rank 3 of the Hero Association, he was recognized as one of its most powerful members. In his youth, he was nicknamed Blood Wind (血の風, Chi no Kaze).[2] He is currently based in Z-City. He and his older brother Bomb are the two greatest martial arts masters in the world.[5] Bang is also one of the few who truly knows Saitama's true power and is part of his group. After the battle against the Monster Association, Bang decides to retire from the Hero Association to dedicate himself to Garou's rehabilitation.[6] Bang has the appearance of an old man, and walks with a slight stoop to his back. He has clear blue eyes and spiky white hair. He also possesses thick white eyebrows and a thick white mustache, and has slightly tanned skin. He wears a black, long-sleeved martial arts suit, light-colored pants, and Tai Chi shoes. Despite his age and appearance, he has a very toned body covered with many scars.

Bang has a serious personality. He acts calm and doesn't seem afraid at the prospect of stopping a dragon-level disaster meteor. Unlike most other heroes in the series, Bang prefers to be called by his name rather than his alias. Bang is also well-grounded in the ethics of heroism; he accuses the other S-Class heroes of being heartless for forgetting the disaster in Z-City and tending to their own problems instead. Furthermore, when witnessing Tanktop Black Hole accusing Saitama of the civilians' misery, Bang watches from afar in disappointment but does not intervene, pointing out that heroes will normally have to deal with a lack of appreciation for their actions and take responsibility. Later, when his disciple Charanko confronts Saitama praising his martial arts master's skill and hero rank, Bang angrily warns his disciple not to embarrass him, and even openly states that Saitama is far stronger than him.

Perhaps due to the loss of all of his disciples to his former superior disciple Garou (as well as his old age and his remaining disciple's inexperience), Bang is always eagerly looking for new disciples to succeed him. After stating that he would not want the meteor to fall on Z-City as it would destroy his dojo, Bang quickly demonstrates his Rock Crushing Flowing Water Fist, only to realize that Genos has already disappeared. Later, he invites Saitama and Genos to his dojo under the pretense of showing them something interesting, only to demonstrate to both of them his signature technique much to his guests' disinterest. His unyieldingness in protecting the citizens and civilians can be interpreted as having strategic importance in the world of heroes. Bang's character changes when he gets angry. He talks less and his fighting style becomes less efficient. He resorts to a flurry of attacks instead of a single powerful blow. He is also disgusted by the Hero Association's unhealthy, negative culture of heroism when he reveals to Atomic Samurai on his fishing trip that the Association has lost sight of its goal.

Bang cares greatly for his former disciple Garou, having taken him in and trained him since he was very young. As such, he firmly believes that it is his responsibility to stop Garou from the crimes he commits, going so far as to personally pursue him alongside his brother Bomb. When he encountered his former disciple already transformed into a kaijin, Bang assured him that once their confrontation is over he will retire from the Hero Association and they will return to being master and disciple as they were before that incident he caused in his dojo. The bond with Garou seems to go beyond the master-student relationship, with both respecting each other, even Bang was able to make Garou react and wake him up from his sleepy state after his transformation, for his part, Garou upon seeing his former master about to be killed by Fuhrer Ugly attacked him and saved Bang without hesitation. Bang even takes on the responsibility of becoming Garou's guardian, eventually resigning from the Hero Association to take charge of guiding him on the right path and "rehabilitating" him. Garou on the other hand acknowledges Silver Fang as the only person capable of training with him on a daily basis and making him fight seriously at his full strength.
